The School of Government and Public Management seeks to partner with the public and non-governmental sectors, in its efforts to empower a larger proportion of the South African workforce with higher education and to provide access to lifelong learning opportunities.
Our qualifications are designed to provide students with the required knowledge base, practical competence and application skills in all government areas — including administration, finance, economics, organisational design and local economic development. To ensure a rich learning experience for all participants, admission to Milpark Education’s management development programmes is selective and based on professional achievement and organisational responsibility. For most programmes, proficiency in written English is required. Higher level programmes would require a post-matric qualification in line with the general requirements for all management roles in the public and private sector.
Potential candidates are encouraged to write a motivation (one page) as to why they wish to be admitted to this programme, and to provide a CV with the application forms.
Milpark Education is accredited with the Higher Education Quality Council (HEQC) of the Council on Higher Education (CHE), and is registered as a private provider of higher education. The courses at Milpark Education range from non-accredited professional skills short courses to fully accredited National Qualifications. The assessment consists of exams and assignments for all the modules.
• On successful completion of the Senior Management Development Programme, students will receive a certificate for the learning programme. Some of the modules completed may be used to obtain exemptions on the Milpark Education Postgraduate Diploma in Business Administration.
• On successful completion of the Middle Management Development Programme, students will receive a certificate for the learning programme. Some of the modules completed may be used to obtain exemptions on the Milpark Education Advanced Certificate in Management.
• On successful completion of the Emerging Management Development Programme, students will receive a certificate for the learning programme. Some of the modules completed may be used to obtain exemptions on the Milpark Education Higher Certificate in Management.

The time period for this effort would depend on the complexity and scope of the programme, but in general, our programmes can be customised in four to eight weeks.
Participants can expect a carefully integrated mix of lectures, presentations, business simulations, small group discussions and case studies. The case study method is employed as the best tool for teaching policy analysis, strategic human resources, leadership, innovation, finance reporting, and monitoring and evaluation. We offer multiple levels of learning, and participants are guided to identify relevant issues and to apply practical public sector lessons to their own situations and organisations.

The Emerging Management Development Programme (EMDP) seeks to develop emerging managers within the public sector and improve their management capabilities by systematically building up knowledge in key business areas, especially with regard to the principles of risk, setting direction, people management, leadership, and customer services.
The Middle Management Development Programme (MMDP) is ideal for mid-level managers, designed to give them knowledge and skills in managing day-to-day operations, by addressing problems, improving systems and processes, championing innovation and, most importantly, facilitating change and developing others.
The Senior Management Development Programme (SMDP) is for senior managers in the public sector, and covers strategy formulation and implementation, policy analysis, monitoring and evaluation, leadership, and research. The programme focuses specifically on strategic management and leadership in the public sector.
Our management development programmes are tailored to provide managers (of multiple functions) with a journey of discovery and development for strategic management in service delivery-driven environments. The programmes focus expressly on areas of competency surrounding the relevant management level within a function and programme context.
